Very nice. Just change the name to HayMaker . Seriously though, this is a top idea. However, some of the conditions are somewhat over-powered.
Off-balance: I have noticed that this can not be administered to foes. Good, as that would be ridiculous. However, the skills that cause the user to be off-balance might use a buff, as this is a nasty condition to have on you.
Example:

The cost is ok (as long as this attack swings at normal speed. Not 1/2 second), though I'd suggest you add this line,
"...While target foe is using a stance, if the interupted action was a skill, that skill is disabled for 20 seconds but you lose 2 strikes of adrenaline and suffer Off balance for 9....5 seconds..."
There are only 3 methods of preventing knockdown. 2 of theses skills are in the warrior line, and the other is and elemental ward. That is why knockdown is such a costly state do put someone in.
In fact this entire class is all about knockdown. I could imagine this being really over-powered in pvp. Unless all the other classes get more ways to prevent it.
Secondly, Rust: This is already a 'hex' in the Water Elementalist line. This 'condition' would completely undermine it (or completely over-power it if used together). Unless Rust get's a buff, but that could really be bad for all signet users .
Actually, on reflection, if you make signets take 33% longer to cast instead of 50%, and not allow it to stack with the 'real' Rust it would be a manageable condition that doesn't step on any elemental toes.
Afterall the main goal/effect of this condition I'd imagine would be the speed debuff. This actually also has issues. In that it's just crippled all over again but not as good. I'd suggest adding -15% armour into the mix. That would inspire some fear into foes.
Another huge point. Why would you suppose this should not be removable by a non-elite, non-monk condition cleaner? That would be quite over-powered. What if a team doesn't have monks? Other means of removing conditions don't work? Bin that idea right away. A condition is a condition. Don't break the rules :P.
Note: The only one that is allowed to break the rules is exhaustion. As this is merely a 'key' to locking the potential of Elementalists. If unlocked, their rule over the entire game would be un-stoppable. Especially since they can also play support roles quite easilly. If you have ever seen a group of eles take turns to spam heal party, you'll know what I mean, though I doubt they would even need to heal .
Btw I dig the Latin refference. It is in line with Anet's way of naming things (Bladed Aatxe, Rocco Bonnetti, etc...) but the name 'BlackSmith' sounds better, and also better reflects what the class 'does'.
